A general rule is that it takes around 4 horsepower to run every 1 foot of mower. For example- a 4 foot mower will take appx 16 horsepower to run. That being said, we have used a 6' finish mower on an 18 horsepower tractor for years. It all depends on how fast you want to go and how tall you let your grass get.
Finish mowers use 3 smaller blades that spin at much higher speeds to produce a nicer cut than a brush mower.
